I am directed by the Secretary of State for the Colonies to transmit to you to be laid before the Legislature of Hong Kong the accompanying transcript of an Ordinance passed by the Legislative Council entitled "An Ordinance to prevent the sale on board ship of any spirituous or fermented liquor, and to prohibit the hovering about ships of any person in boats for the purpose of selling or taking on board such liquor."
A despatch for the Governor on the subject covering the Report of the Attorney-General thereupon is also enclosed.
I am desired to request that you will move the Board of Trade to signify to this Department their opinion, whether this Ordinance may properly be allowed to remain in operation.
